Sir:-
I am directed by the Marquess of Salisbury to
inform you that an application on behalf of C. E.
Leopold has been received at this Office, praying
for a remission of the remainder of the sentence of
two years' imprisonment with hard labour which was
passed on him by Her Majesty's Consular Court for
Japan in December 1898, after a conviction for at-
tempting to obtain money by false pretences.
The convict is now serving his sentence in
Hong Kong gaol, and, amongst other reasons assigned
in support of the prayer of the Petition it is stat-
ed that his health has suffered severely through his
incarceration at that place. I am therefore to re-
quest that you will move Mr. Secretary Chamberlain
to obtain a report on Leopold's health, and also on
his conduct in prison, through the authorities at
Hong Kong
